CURRENT VACANCY INFORMATION
The Department of Corrections has a current vacancy for a Management Analyst II position located at the Maine Correctional Center in Windham, Maine. This position is open to current Maine DOC employees who wish to transfer and all outside applicants.
JOB DESCRIPTION
The Management Analyst II position provides oversight and security regarding all prisoner computer access. The position has the overall responsibility to monitor the operations and work with the department?s access group and State OIT to ensure prisoners have access to the appropriate program areas and that security measures are in place. This is professional services work involving the review, examination, and evaluation of complex organizational structures, administrative policies, and management systems of state departments, agencies, and institutions. Responsibilities include developing and conducting studies, summarizing findings, preparing reports, and recommending changes in organizational structures, programs, policies, procedures, or practices.
This position supports complex data gathering from our offender management system, and provides specialized expertise in presenting and gathering information to management. This work is used to ensure that we are conforming to policy, and or statute, and provides tools to the facility staff to ensure that policy/statute is adhered to. The position also provides consultation to the facility on program technologies for content delivery to prisoners. This position works with prisoners in facilities to ensure that program technologies are securely utilized. The position would address hardware and software needs and be the go to person when issues arise. The facility has a separate educational server that this position would monitor. This position would also be part of the departmental team in developing computer needs for education within the prisoner population. Characteristics which distinguish this classification from the next lower level include the overall complexity of assignments as well as the responsibility for developing and organizing studies. Work is performed under limited supervision.
Preference will be given to applicants with experience in computer networking technology.
KNOWLEDGE, SKILLS & ABILITIES REQUIRED TO PERFORM THE JOB SUCCESSFULLY:
Plans and organizes studies of work and organizational problems including duplication, communication, information flow, inventory control, cost containment, and integrated service delivery to develop and maintain efficient and economical operations.
Gathers and organizes information on problems, deficiencies, and resource waste in order to collect information for management analysis.
Installs new systems, confers with and trains agency staff, and conducts operational effectiveness reviews in order to ensure smooth system implementation and functioning.
Develops and updates manuals in order to outline performance methods, organizational policies and procedures, and system operations.
Works with front-line agency staff and leadership teams to optimize current applications and designate goals for future application rollouts at the facility.
Responsible for leading and managing systems-driven educational initiatives, such as workflow/systems alignment and standardization in learning for interdepartmental implementation.
Provides technical consultative expertise supporting organizational systems to fulfill the role of subject matter expert.
Creates, manages, and evaluates methods involving data integrity and systems continuity of facility educational initiatives; conducts regular audits and evaluations in concert with organizational demand.
Create new accounts for incoming staff and monitors data base in order to ensure staff have appropriate computer access and that billing database is accurate.
Implements, administers, and complies with human resource laws, policies, procedures, and practices, including: AA/EEO, recruitment, employment, performance appraisals, training, discipline, contract administration, and employee safety to ensure the fair and equal treatment of subordinate employees.
Knowledge of current developments in systems analysis and applications.
Knowledge of methods and techniques of establishing work standards.
Knowledge of the theories, principles, and practices of public administration, organization, work flow, personnel management, and financial procedures.
Knowledge of data collection and interpretation methods and techniques.
Knowledge of the organizational and staffing structures in state agencies and departments.
Knowledge of human resources programs and services.
Knowledge of methods and techniques of analysis, work simplification, and forms and records control.
Knowledge of information management systems.
Ability to oversee, review, evaluate, and direct the work of others.
Ability to gather, assemble, calculate, and analyze facts and draw valid conclusions.
Ability to analyze and interpret laws, rules, and regulations.
Ability to communicate effectively.
Ability to write clearly and effectively.
Ability to develop recommendations for the revision or repeal of laws, rules, regulations, policies, and procedures; and the implementation of new systems and organizations.
MINIMUM QUALIFICATIONS
Eight (8) years of education, training, and/or experience analyzing, evaluating, and/or developing improvements to organizational and/or managerial systems, programs, and practices.

Value of State-paid Health Insurance:
+ Level 1: 100% State Contribution (employee pays nothing): $444.68 biweekly
+ Level 2: 95% State Contribution (employee pays 5%): $422.45 biweekly
+ Level 3: 90% State Contribution (employee pays 10%): $400.21 biweekly
+ Level 4: 85% State Contribution (employee pays 15%): $377.98 biweekly
The level of the actual value of state paid Health Insurance will be based on the employee?s wage rate and status with regard to the health credit premium program.
Value of State?s share of Employee?s Retirement: 22% of pay.

Don't Be Fooled

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
